With this system, the Fragment contents haven't been changed, but the items released have been converted into Exchange Vouchers, and you'll need to spend a small amount to unlock them.
(They're tradeable and can be sold if you wish.)
You can unlock these Exchange Vouchers with 1200 Knight Cash Vouchers from the NPC [Hepa Pupil] Shozin in Moradon.
